Alliance was brought in by Franklin Construction to abate asbestos-containing materials at a large, actively used church campus in Chico, CA. Because the building remained partially occupied and had sensitive interior finishes, we planned the work in phases and established clean egress routes and protected staging. Our team installed soft and hard barriers, three-stage decontamination, and HEPA negative-air machines. Within regulated areas, crews used wet methods and manual removal, then double-bagged and labeled ACM for covered staging prior to transport. We maintained daily logs, photo documentation, and waste manifests, and coordinated third-party air monitoring/clearance where specified. Each phase was delivered on time, with renovation activities resuming immediately after release.
Phased negative-air containment, careful removal, and full documentation allowed the renovation to continue without disruption.
Challenge
- Active church campus with limited access windows
- Protecting finishes and keeping adjacent areas open and clean
- Coordinating abatement milestones with the GC’s renovation schedule
- Maintaining compliant documentation and site controls end to end

We sequenced work in coordination with Franklin Construction and built containment around each zone to keep the campus operating. Controls included three-stage decon, HEPA negative air, signage, and daily housekeeping. ACM was removed using wet methods, then double-bagged and labeled for transport to an approved facility. Our superintendent verified controls throughout the day and kept photo logs, manifests, and closeout documentation ready for review. Each phase passed visual and clearance steps as specified and was turned over to the GC on schedule.
