Environmental site assessments (ESAs) are a critical component of real estate transactions, development projects, and regulatory compliance in California.
An ESA is a systematic evaluation of a property to identify potential or existing environmental contamination. The American Society for Testing and Materials (ASTM) has established standard practices for Phase I and Phase II ESAs that are widely used in California.
A Phase I ESA involves a review of historical records, regulatory databases, and site reconnaissance to identify recognized environmental conditions (RECs). No sampling is performed. A Phase I ESA typically takes 2–4 weeks and costs $1,500–$4,000 for most properties.
If a Phase I ESA identifies RECs, a Phase II ESA involves soil, groundwater, and/or soil vapor sampling to confirm or rule out contamination. Phase II costs vary widely based on the number of samples required and laboratory analysis needed.
ESAs are commonly required for commercial real estate transactions, SBA and conventional loans for commercial properties, development projects on previously industrial sites, and properties with known or suspected environmental issues.
